This is a special type of fire extinguisher that is usable in extreme cold weather. It uses a canister of compressed nitrogen, so when the seal is broken it forces out the fire suppressing agent. Our firemen also praised a fire suppressing agent called PKP for use on fuels.
Ordinary fire extinguishers wouldn't work when very cold as they require the propellant to expand and so push out the fire retardant material. If it's very cold, it just won't expand and so nothing will happen, hence the need for an extinguisher based on nitrogen.
